The report concludes that the State of Guatemala has a legal and political framework to guarantee compliance with the human rights of the different and diverse populations (indigenous peoples, Afro-descendants, women, youth, children, adolescents, the elderly and the LGTBI population) and to reduce territorial, ethnic, gender and generational inequality gaps. However, challenges were identified in the monitoring and evaluation mechanisms, which reduces the real scope promoted; in addition, the implementation of a universal system of social protection and care.
