Institutional Framework
In Dominica, the Ministry of Economy, Economic Development, Climate Resilience and Social Security is the State body permanently in charge of population and development issues, for which it coordinates with other coordination mechanisms in charge of specific issues, allowing it to join efforts to implement and follow up on the agreements of the Montevideo Consensus. This is the case, for example, with the Committee for the Population and Housing Census and the National Committee for the Voluntary Review, in charge of reporting on progress on the Sustainable Development Goals of the 2030 Agenda. Inter-institutional coordination is headed by the same Ministry of Economy, Economic Development, Climate Resilience and Social Security; in parallel, the Ministry of Social Services is in charge of migration, population policies and social protection issues, while the Central Bureau of Statistics is dedicated to the collection and analysis of housing and population data. The coordination structure described above is of a provisional nature.
Participation
Dominica has established forms of participation of various organizations in the different coordination mechanisms, through which they are involved with the Montevideo Consensus. With respect to civil society, the DNCW-Dominica National Council for Women and DAPD-The Dominica Association for Persons with Disabilities, participate in the implementation and follow-up of the Montevideo Consensus. Specifically, the participation of the aforementioned organizations is consultative and provisional in the National Committee for the Voluntary Review. The International Organization for Migration (IOM) also participates in the voluntary reporting mechanism on the SDGs, providing essential support in matters related to human mobility. It should also be noted that Dominica is characterized by strong private sector participation, which sees the DAIC-Dominica Association of Industry and Commerce as a key player in the various coordination mechanisms. In fact, the Association is part of the Committee for the Population and Housing Census, of the SDG monitoring mechanism, in addition to being an important interlocutor for policy development.
