1. To promote community based capacity building to increase the economic participation of marginalised groups including women, youth and persons with disabilities.
2. To provide community based advocacy to promote inclusion of vulnerable groups in community, national and sub-regional decision making fora.
3. To support the development of relevant qualitative data collection tools which are fully compatible and/ or can inform sub-regional and country qualitative multidimensional poverty measures.
4. To undertake targeted, poverty focused qualitative research exercises at the community level which will serve as the evidence for national and Sub-regional poverty reduction programmes and initiatives.
