National Social Protection Strategy (NSPS) 2012-2017

Objetivo general

Adjust and develop the main institutional arrangements, systems and legal frameworks for better coordinated, efficient and effective delivery of social protection.

Specific objectives

Formalize and strengthen inter-ministerial structures to support the process of reform for Social Protection (SP).
Modernize and strengthen the Department of Social Services.
Define and consolidate a framework for the Social Safety Net for a coordinated and holistic approach to service delivery.
Develop efficient and effective coordination and referral mechanisms between the interventions of the Social Safety Net.
Develop a common targeting mechanism which is transparent and has an objective and a Registry of Beneficiaries for Social Safety Nets.
Implement focused interventions in order to benefit the vulnerable population.
Design and develop an Information Management System that can operate as a Single Beneficiary Registry for key interventions for the Social Safety Net.
Develop official complaint mechanisms which can be useful for the Common Targeting Mechanisms and the Registry of Beneficiaries and progressively for key interventions of the Social Security Network.
Create Documents, Programs, Operation Manuals for key interventions related to the Social Security Network to guide the implementation; and clearly defined processes and tools for all stakeholders involved in implementation.
Conduct a review of the Laws of Social Welfare.
Support the production of documents necessary for coordination and reference between the interventions of the Social Security Network and agencies.
Design and implement communication strategies for the reform process of the PS and its key interventions.
General Objective 2

Improve decision-making practices in the sector of the PS.

Specific objectives

Develop individual monitoring, evaluation systems and research plans for each key intervention of the Social Safety Network.
Strengthen the government's ability to create and support social protection systems.
Strengthen the capacity of policymakers, key managers, supervisors and planners for Monitoring and Evaluation techniques and decision-making for social protection.
Strengthen the capacity of the Department of Statistics to produce regular and relevant information regarding social protection.
Carry out regular and appropriate exercise of collecting and analyzing information on the PS.
Ensure that carried out revisions to the annual budget of social protection are made and considered in order to make decisions about plans and programs.
Conduct periodic processes and financial audits for all interventions of the Social Safety Network.
General Objective 3

Develop the "MEND Families in St. Kitts and Nevis Programme" for beneficiary families to improve efficiently and effectively and ensure their welfare and increase investment in human capital of their children.

Specific objectives

Establish in a Program Document the main variables and components for "MEND Families in St. Kitts and Nevis Programme".
Develop a comprehensive Operations Manual with clear processes, guidelines and tools for all stakeholders involved in implementing the program.
Further develop the Management Information System for the Registry of Beneficiaries to support other processes related to the"Families MEND Programme".
Defining psychosocial support that should be provided to program beneficiaries. It also establishes beneficiary households’ responsibilities, the regulations and develop the respective processing.
Develop clear exit strategies and re-entry of families and households as beneficiaries.
Defining social services that complement the program.
Developing a Monitoring and Evaluation Plan and search for the program.
Design and implement an effective communication strategy for the MEND Programme.
General Objective 4

Strengthen the access of poor and vulnerable populations to basic health care.

Specific objectives

Ensure that mechanisms and registration of beneficiaries meet the requirements of the health sector to identify and effectively benefit the poor and vulnerable.
Start a National Health Insurance Scheme, effective and sustainable, for the most vulnerable population.
Strengthen social welfare services in health.
Develop and implement Community Health Plans based on the needs of the vulnerable and poor.
Develop and implement a comprehensive communication strategy to adequately inform the public and stakeholders on the reform of the National Health Insurance Scheme and promote strategic changes in lifestyle.
General Objective 5

Improve access of vulnerable populations to basic education services.

Specific objectives

Ensure that the poorest and most vulnerable children have access to educational services.
Improve the quality and coverage of services in Early Childhood Education among the poor and vulnerable.
Strengthen the differentiated initiative instruction throughout the school system.
Increase completion rates of high school, especially among the poor and vulnerable students.
Improve and expand the Curriculum of Health and Family Life Education at primary and secondary levels in schools.
Review the School Food Program for poor and vulnerable high school students. Review and restructure the Student Education Learning Fund (SELF) Programme.
Formalize the necessary mechanisms to improve coordination and referral of educational assistance.
General Objective 6

Improving existing services for special vulnerable groups and increase coverage.

Specific objectives

Update existing data on older people living in poverty or vulnerability and generate an Aging Policy to improve their quality of life and living standards.
Introduce a program of National Upbringing structured to bring together all the key social protection and to promote changes in lifestyle and create healthy behaviors for vulnerable parents (including parents of teenagers) and those that is difficult to contact.
Ensure effective implementation of the National Gender Violence Protocol.
Ensure effective implementation of the Protocol of the Child.
Produce and implement a national policy based on evidence for people with special needs.
General Objective 7

Improving employment opportunities for the poor and vulnerable.

Specific objectives

Implement a System for Labor Market Information in order to support decision-making based on evidence for employment initiatives and programs in the active labor market for the poor and vulnerable.
Create a Training and Employment Committee to coordinate the provision of related services to benefit the poor and vulnerable. Strengthening Employment Unit in the Department of Labor. Promote and strengthen training, short - term and self - employment initiatives to provide services to the poor and vulnerable.
Develop a process that promotes employment, self-employment and opportunities for poor and vulnerable people with special capabilities identified as such by the National Registry of Beneficiaries.
Develop a framework for monitoring and evaluation to assess the use and effectiveness of active labor market programs.
Develop and implement a comprehensive communications strategy for services and active labor market interventions.
