Institutional Framework
In Colombia, the Directorate for Economic, Social and Environmental Affairs of the Ministry of Foreign Affairs serves as the permanent government entity responsible for population and development issues and acts as the national counterpart to the Regional Conference on Population and Development. At the national level, it coordinates the Inter-Institutional Population Roundtable, which brings together government institutions responsible for the ten priority areas of the Montevideo Consensus.
The Inter-Institutional Population Roundtable has been operating since 2016 and was established as a national commitment at the 2019 Nairobi Summit on the International Conference on Population and Development (ICPD25). Its objective is to address population and development issues in a comprehensive manner, drawing on high-quality, timely and disaggregated statistical data. Its contributions have been instrumental to the preparation of voluntary reports on commitments under the Population and Development agenda, as well as the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs), since the Colombia Population Situation Analyses (PSAs) are prepared through this mechanism.
The Inter-Institutional Population Roundtable is composed of representatives from the National Planning Department (DNP), the National Administrative Department of Statistics (DANE), the Ministry of Health and Social Protection (MSPS), the Ministry of Foreign Affairs, the Administrative Unit for Migration Colombia (UAMC), the Presidential Agency for International Cooperation (APC), the National Unit for Disaster Risk Management (UNGRD), the Agency for Territorial Renewal (ART), the Administrative Department for Social Prosperity (DPS), and the Ministry of Housing, City and Territory (MVCT). The Roundtable receives technical support from the United Nations Population Fund (UNFPA) Country Office in Colombia.
Participation
Currently, there is no mechanism in the Colombian system for the participation of civil society in this process.
The information on Institutionality comes from the regional survey for the update of the Virtual Platform for the follow-up of the Montevideo Consensus on Population and Development, implemented by the technical secretariat in 2023, as well as from the country's Voluntary National Report submitted by the country in 2023.
