Institutional framework

The Cuban executive system does not have a body permanently in charge of population and development issues. However, the Government Commission for Demographic Dynamics, an institutional coordination mechanism in the implementation and follow-up of the Montevideo Consensus created in 2012 and currently regulated by Agreement 9358 of the Council of Ministers, is noteworthy to mention. It is a permanent mechanism led by the same Council of Ministers which, for its part, is chaired by the Prime Minister. It is made up of fifteen agencies, mostly ministries, together with the Institute of Information and Social Communication and the National Bureau of Statistics and Information. The Center for Demographic Studies of the University of Havana is also an integral part of the mechanism. The Commission is characterized by being advised by seven working sub-committees for specific topics, in particular: 1. Internal and external migration; 2. Fertility and Mortality; 3. Ageing; 4. Labor resources; 5. Housing and human settlements; 6. Care systems; 7. Productive-technological response to ageing. Finally, the Governmental Commission for Demographic Dynamics cooperates with the Governmental Commission against Racism and Racial Discrimination to provide comprehensive attention to these issues.

Participation

Cuba has established a mechanism for the varied participation of civil society, which includes human rights organizations, academia, international organizations, among others. With respect to civil society organizations, a mechanism for permanent and binding participation of organizations has been established. The entities involved stand out for the defense of women's rights, gender equality and care for children, adolescents and young people. The Center for Demographic Studies of the University of Havana is another organization that enjoys the status of permanent participation and binding advice. As for international organizations, the United Nations Population Fund (UNFPA) participates in the implementation and follow-up of the Consensus in a provisional and consultative manner, on the basis of a consolidated cooperation on population and development issues. Under the same conditions, the Pan American Health Organization (PAHO) also participates in matters within its jurisdiction. Likewise, the National Assembly of People's Power, an expression of the legislative power, participates in a permanent and binding manner by virtue of the provisions of Article 102 of the Constitution of the country.
