Institutional Framework
The government entity permanently responsible for population and development issues in Haiti is the State Secretariat for Population and Human Development (Secrétairerie d'État à la Population et au Développement Humain), a central technical body attached to the Ministry of Public Health and Population (Ministère de la Santé Publique et de la Population). The State Secretariat is responsible for monitoring the National Population Policy (NPP) and the commitments undertaken within the framework of the International Conference on Population and Development (ICPD). Its main objective is to incorporate demographic dynamics into public policies through close intersectoral collaboration encompassing health, education and social protection, as well as cooperation with international partners and civil society.
Pending the approval and publication of the decree submitted to the Office of the Prime Minister for the establishment of the Multisectoral Committee on Population and Development, the State Secretariat for Population and Human Development will temporarily coordinate and oversee the implementation of the Montevideo Consensus on Population and Development.
It should be noted that, in the past, the National Population and Development Network served as an inter-institutional mechanism coordinated by the Ministry of Planning and External Cooperation with the support of the United Nations Population Fund (UNFPA).
Participation
No specific mechanism has been established in the country to ensure the participation of non-governmental stakeholders in the population and development institutional framework responsible for monitoring the implementation of the Montevideo Consensus on Population and Development.
The information on Institutionality comes from the regional survey for the update of the Virtual Platform for the follow-up of the Montevideo Consensus on Population and Development, implemented by the technical secretariat in 2023, as well as from the country's Voluntary National Report submitted by the country for the period 2017-2019.
