Institutional framework
The Secretariat for Social Development (SEDESOL), created through Executive Decree No. PCM 05-2022 of April 6, 2022, is the state body responsible for population and development issues and reports directly to the executive branch. The Advisory Committee is the permanent institutional coordination mechanism for population and development issues, as well as for the implementation and follow-up of the Montevideo Consensus. SEDESOL is the body in charge of presiding over this mechanism; the necessary powers for this task have been granted to the Secretariat through Executive Decree No. PCM 19-2022 of August 11, 2022. The mechanism integrates the participation of 20 organizations, covering different topics of the Montevideo Consensus, in particular population dynamics; children, adolescents and youth; sexual and reproductive health; gender equality. In addition, the Honduran coordination mechanism highlights its cross-cutting social approach which encompasses different dimensions, such as social security, social housing and the fight against addictions.
Participation
Civil society participates in a consultative and provisional manner in the coordination mechanism for the implementation and follow-up of the Montevideo Consensus, through special public consultations. At the local level, it highlights the participation of organizations that address different spheres, such as community, social, environmental, educational and cultural issues, and that target different population groups, such as youth, comprehensive care for older persons and the extremely vulnerable, and LGBTI individuals, to mention a few. Likewise, some participating organizations focus on sexual and reproductive rights, citizen participation, gender issues, social equity and human rights, Indigenous Peoples and Afro-descendants. From the academic sphere, there is the participation of the University Institute for Democracy, Peace and Security (IUDPAS); at the level of international organizations, there is the participation of the United Nations Population Fund (UNFPA). Finally, it should be noted that in the case of Honduras, the private sector is also represented through the participation of the Honduran Council of Private Enterprise.
