In 2017, the Steering Committee for the Sustainable Development Goals and the Montevideo Consensus on Population and Development was established to address key development issues. This Committee is responsible for coordinating the Government's response and implementation strategy, within the framework of the SDGs and the Montevideo Consensus. It is comprised of representatives from various ministries as well as civil society. The Social Policy and Sustainable Development Unit of the Ministry of Social Development is the driving force behind this coordination and reporting mechanism.

This report on national progress was prepared by the Ministry of Social Development, through the Social Policy and Sustainable Development Unit, which acts as a permanent liaison with the Regional Conference on Population and Development in Latin America and the Caribbean. The views of civil society on key thematic areas of the report were obtained through a series of consultations conducted in 2017.
