Institutional framework

The National Institute of Statistics of Venezuela is the body permanently in charge of population and development issues. It is an autonomous institute attached to the Ministry of People's Power for Planning and is responsible for the coordination of the National Statistical System, which constitutes the inter-institutional coordination mechanism on population and development issues, as well as the implementation and follow-up of the Montevideo Consensus. Decree No.1,509, "Partial Reform of the Law of the Public Statistical Function grants support to the coordination mechanism", a legal instrument that regulates the mechanism and grants coordination functions to the Institute is legally binding. The System involves a set of twenty-six entities that work in a synergic and complementary manner, addressing all the topics of the Consensus. However, some priority topics stand out in the Venezuelan model that are reflected in the collaborative structure among numerous dedicated bodies. The topics mentioned are: population dynamics; childhood and adolescence; disability and social protection; Indigenous Peoples; Afro-descendants. Additionally, it is noteworthy to highlight the participation of the Indigenous Parliament of America (PIA) and the Network of Afro-Venezuelan Organizations (ROA) as full members.

Participation

As for organized civil society, the Civil Association for Family Planning (PLAFAM) participates in the coordination mechanism on a permanent basis and its opinion is binding. The organization makes contributions to guarantee, without discrimination, the sexual and reproductive rights of different population groups.
