Aligned with the national objective of building a resilient society, this Social Protection Policy emphasises strengthened community and household resilience with a particular focus on the poor and vulnerable, with social protection playing a critical role including reaching those most at risk of decline in the face of economic challenges and disasters. More broadly, this includes better targeting and greater reach with social assistance, more expansive coverage through social insurance schemes (including social security), access to tailored training and economic support within the context of robust labour markets, and support to improved livelihoods including both on-farm and small enterprise support. It also means strengthening social care networks and local government involvement in service delivery that helps build resilience in neighbourhoods and communities, based on the protective norms already in place in Dominican society.
This Policy is intended to advance the delivery of efficient, effective, and sustainable social protection services through an integrated social protection system. This includes social assistance, contributory social protection programming, effective labour market and livelihoods planning and programming, decentralised social care community-based service provision, and gender-sensitive, child-friendly, and shock-responsive social protection programme design and service delivery.
