Diversion measures shall be designed to:
- Provide an effective and timely response to offending behaviour outside the bounds of judicial measures.
- Encourage juveniles to acknowledge and repair the harm caused to the victim and the community.
- Encourage families of juveniles including extended families where appropriate and the community to become involved in the design and implementation of those measures.
- Provide an opportunity for victims to participate in decisions related to the measures selected to receive reparation.
- Promote reconciliation between the juvenile and the victim.
- Respect the rights and freedoms of juveniles and be proportionate to the seriousness of the offence
- Prevent stigmatizing the juvenile and the adverse consequences that may flow from being subject to the criminal justice system.

Guarantee for boys, girls, adolescents and young people the opportunities and the basis for harmonious coexistence and a life free from violence, through intersectoral strategies to address the factors that disrupt harmony in the community and foment violence, to provide education from early childhood that promotes tolerance, an appreciation for diversity, mutual respect and respect for human rights, conflict resolution and peace, and to ensure protection, timely access to justice and compensation for victims.
