Institutional Framework
The National Population Council (CONAPO) is the state agency in charge of population and development issues in the country, a decentralized body that reports to the Ministry of the Interior (SEGOB) and was created through the reform of the General Population Law on March 27, 1974. CONAPO is responsible for the permanent coordination of the different entities that are articulated in the National Committee for the implementation and follow-up of the Montevideo Consensus, established by specific agreement in 2018. Thirty-two state agencies participate in this Committee, which reflects a multisectoral approach for the implementation and follow-up of the different issues addressed by the Montevideo Consensus. Of these entities, in addition to the aforementioned oversight and management bodies, two have an advisory role and the remaining 28 have a board member role. Among the areas concerned by this multisectoral approach are: the economy, development, environment and natural resources; the fight against discrimination and care of vulnerable groups (such as Indigenous Peoples, Afro-descendants, migrants, older persons, children and adolescents); women, equality and the fight against gender violence; education, health and reproductive rights; labor and labor rights.
Participation
Mexico has established a participation mechanism, regulated by Article 4 of the agreement creating the Committee, which involves civil society organizations, academia, international organizations and other government entities. The manner of participation established is provisional and the opinion issued by the different organizations is binding. At the civil society level, the presence of organizations focused on health, education and sexual and reproductive rights with a gender approach is highlighted. With respect to the academic sphere, three experts in population, demography, health and social issues from different national universities are involved. A particular feature of the Mexican participation mechanism is that the United Nations Population Fund in Mexico holds the position of technical secretariat. Finally, it is worth noting the participation of representatives of the federated entities and of the Citizen's Consultative Council for Population Policy, a body established within CONAPO.
