Uruguay

Institutional framework

Uruguay does not have a body permanently in charge of population and development issues. However, since 2010, Uruguay has had a national coordination mechanism for population and development issues, as well as for monitoring the implementation of the Montevideo Consensus. This mechanism, created through Resolution 180/2010, is called the Sectoral Commission on Population and Development and is governed by an executive Committee chaired by the Office of Planning and Development. In addition, seven other entities are members of the Committee, while the National Statistics Institute (INE) plays an advisory role. Finally, it should be noted that the United Nations Population Fund (UNFPA) is in charge of the Technical Secretariat. The Committee addresses different topics relevant to the implementation of the Consensus objectives: migration; finances and poverty; housing; health; education; children and adolescents; social security. The Committee meets periodically or at the request of any of its members.

 Participation

The Uruguayan State does not currently have a mechanism or defined forms of civil society participation in the implementation and follow-up of the Montevideo Consensus.

The information on Institutionality comes from the regional survey for the update of the Virtual Platform for the follow-up of the Montevideo Consensus on Population and Development, implemented by the technical secretariat in 2023.
