The government acknowledges Sexual and Reproductive Health and Rights as main cornerstones of population and development policies, and crucial conditions for achieving the MDG’s, in particular: reaching gender equality and empowerment of women (MDG 3), reducing child mortality (MDG 4), improving maternal health (MDG 5), combating HIV/AIDS and other STI’s (MDG 6), and is committed to achieve the target of universal access to sexual and reproductive health services by 2015.
In the past years multiple and serious efforts have been made to build a systematic and focused response on a wide variety of issues related to sexual and reproductive health and rights, guided by national strategic plans and policies, inter alia, National Strategic Plan HIV 2009-2013, Integrated Gender Action Plan, 2009-2011, National Child Action Plan 2009-2013, National Strategic Plan for prevention and control of Cervical Cancer, National strategic plan for improvement Primary Health Care (in progress).
In this national policy on sexual and reproductive health, efforts are made for harmonization of all plans and actions related to SRH and strengthen partnerships in the implementation of existing plans as well in the preparation of future programs and activities. Considering the scarce financial and human resources, it is pivotal that the national and international commitments are linked and implemented efficiently and effectively, and build as much synergy as possible.
Goal of the Sexual and Reproductive Health and Rights policy
To provide a framework to enhance a coordinated, structured, integrated, and effective health system response, and the creation of an enabling socio-economic, cultural and legal environment in which all citizens can enjoy sexual and reproductive health of the highest quality and have the opportunity to fully exercise their sexual and reproductive rights.
Policy objectives
To guide and enhance a coordinated and integrated national Sexual and Reproductive Health response of policy makers, programme managers and service providers of government institutions, NGOs, and private sector.
To facilitate the development of standards and guidelines for the delivery of all Sexual and Reproductive Health services in order to ensure quality and standardization of services
To enhance the integration of SRH services at all levels of health service delivery, in particular in primary health care.
To facilitate the mobilization of adequate and sufficient human and financial resources to support the implementation of activities, including information and education.
