Institutional framework
Paraguay does not have a permanent government body in charge of population and development issues, nor has it established an inter-institutional coordination mechanism to address these issues. However, by virtue of the importance that the Paraguayan State attaches to population and development issues and its commitment to the Regional Conference on Population and Development of Latin America and the Caribbean (CRPD) to follow up on the implementation of the Montevideo Consensus, it worked in an inter-institutional manner in the preparation of the "Second National Action Plan on Population and Development 2023 - 2028 of Paraguay". The coordination of this task has rested with the Technical Secretariat for Planning, regulated by Decree no. 2. 128/2014 and attached to the Presidency of the Republic, which was responsible for consulting with the different State bodies on their respective areas of competence and their relationship with population and development issues. The Action Plan prepared by Paraguay and presented publicly on August 11, 2023, addresses the nine topics of the Montevideo Consensus. At the same time, a strategy has been designed to monitor progress in the implementation of the Plan itself. Under the coordination of the Secretariat, twenty-five State bodies have cooperated in the preparation of the Action Plan and its follow-up and monitoring strategy.
Participation
Given the aforementioned institutional context, Paraguay does not have mechanisms dedicated to ensuring civil society participation.
